Changes cannot be saved when editing a pool that is checked as Fee or Spending Policy

Changes cannot be saved when editing a pool that is checked as Fee or Spending policy. When click the Save button, nothing happens.

This issue is fixed in FIT Release 1.9

Steps to Duplicate:

1. Go to Control Panel > Config > Pools

2. Find a record that is checked as Fee or Spending policy

3. Click the ellipsis button and select Edit

4. Make a change and click Save 

5. Note that no changes were made.
