Fund Config Amount or Percentage allowing a non-zero number when not set

In Control Panel > Config > Rebalancing > Fund Config Either Amount or Percentage should be required (never both), and the value which is not being set must be zero. (For example, Amount=5000, then Percent must allow zero or null. Another example, Percent = 25%, the Amount field must allow zero or null).

If you choose for example, a percentage of 100, then you should be able to set the amount as 0 however the message, 'please enter a valid amount occurs' when you should be able to enter 0 since this field is not set.

Fund name has been deleted from this screenshot but there would be a fund name selected in the drop-down.
