    Blank report is generated and applications can't be created - when attempting to autobuild scholarships

    The auto build scholarships process runs but shows nothing on the Autobuild Report, so no applications can be created.

    Steps To Duplicate:
    1. Go to the scholarships module > Applications Supertab > Processes Tab
    2. Select Auto Build Scholarships
    3. Run Process
    4. Select an appropriate date range and click OK
    5. Make any necessary selections or choose a saved report
    6. Run Report
    7. Report is blank and option to Create Applications is grayed out.
