Those default values come the system initial setup area for the city and state of the foundation.
System Initial Setup
In FIMS 14.75, we have made a change that will allow System Initial Setup, State field to be cleared out. This along with creating blank State code allows that field to be blank. This was allowed so clients can change the Tax Status Lookup to default in a blank state.
