Category.dll and Promsgs.dll files in use when attempting to upgrade from Progress OpenEdge 11.7x to 11.7.19

I am upgrading from a lower version of 11.7 to 11.7.19, I have shut down the databases and the AdminService and when I run the Progress OpenEdge setup.exe, the installer displays a message that these two files are in use:

NPO\DLC\bin\category.dll 

NPO\DLC\bin\promsgs.dll

After looking in Task Manager, the files are shown to be locked by the svchost.exe process, which is a Windows system process.
