Changes to settings don't permanently save after applying them in DonorCentral

In DonorCentral, making changes to control panel > settings may not save after applying changes and exiting or logging out and back in.
Steps To Duplicate:
- Log in to DonorCentral
- Control Panel > Settings
- Options > Funds
- Remove check mark from box next to "Show the latest available 'spendable balance' for each fund"
- Apply changes
- View as advisor > choose advisor
- Click funds tab
- Notice the spendable balance item is not visible.
- Stop viewing as advisor
- Go back to control panel > settings.
- Box is marked again.
- View as advisor again
- Spendable balance is visible.
