Changes to settings don't permanently save after applying them in DonorCentral

In DonorCentral, making changes to control panel > settings may not save after applying changes and exiting or logging out and back in. 

Steps To Duplicate:
  1. Log in to DonorCentral
  2. Control Panel > Settings
  3. Options > Funds
  4. Remove check mark from box next to "Show the latest available 'spendable balance' for each fund"
  5. Apply changes
  6. View as advisor > choose advisor
  7. Click funds tab
  8. Notice the spendable balance item is not visible. 
  9. Stop viewing as advisor
  10. Go back to control panel > settings. 
  11. Box is marked again.
  12. View as advisor again
  13. Spendable balance is visible.
