Changing from Calendar to Fiscal Year does not update in DonorCentral

1. Click on Tools> System Utilities > DonorCentral > DonorCentral options
2. On the Preferences tab, in the Section box, select System
3. In the Options box select Base_Year_On
4. In the Value box select Fiscal
5. Click Apply then click OK

Setting Base_Year_On to Fiscal does not work in DonorCentral.  DonorCentral is not designed to view data by fiscal year instead it uses dates for Fund Activity and Quarterly balances.
