Clicking submit a second time on grant recommendation creates a duplicate in DonorCentral

When donors click submit after creating a grant recommendation, the submit button stays blue for a second after clicking submit once, and when clicking submit again, a second grant recommendation is created.

NOTE: If you only click once, the screen moves on and only creates one record (as designed), but clicking a second time quickly before the screen moves on creates a second, identical recommendation.
