This was caused by selections being present for the Functional Expense fields in the column format used for the statement in General Ledger\Design Statements when there were no functional expense codes setup and were not used in the GL and thus the report showed no results.
The solution was to remove all values for the Functional Expense fields and save. After that, the report ran normally.
