    This issue is addressed in FIMS 14.73

    Steps To Duplicate

    1. In FIMS to go Tools\System Utilities\DonorCentral\DonorCentral Options\Suggestions
    2. Go to the Default_Grant_Hold Option
    3. Select Yes
    4. Click apply and OK
    5. Import a suggestion from DonorCentral and create an application
    6. Note that application is not on hold
