Answer:
This error occurs because the TCC number configured in FIMS is different than the number you are typing into the TCC field on the upload form when uploading the 1099 form. The two numbers need to match. In FIMS, change the TCC number to the number that the IRS gave you that you are entering in on the TCC field on the 1099 upload form by doing the following:

1. Go to Tools\System Utilities\System Options\AP
2. In the IRS_Transmitter_Control_Code field update that field to be the number that you are entering in on the IRS website when uploading the 1099 form. Typically most organizations will have a unique number:

3. Go back to reports, re-generate the 1099 report and then re-create the electronic file and upload that newly created file to the IRS website. Click 'Create Electronic File' to create the new file:
