Error "no server active for database" occurs after restarting the databases or when restarting the OpenEdge admin service or even restarting the server and then after those actions trying to log into FIMS.
Answer:
Sometimes issues can occur with the server's administrative service not correctly closing when events such as a "hard reboot" of the server occur. This is because the admsvr.lock file, located in ..\npo\oemgmt\config, has not been deleted and won't let the Admin Service start correctly.

- Go to the Start menu and in the "run" field, type "services.msc" (no quotes) or you can access Services from Task Manager and click Services tab then open services link.
- Here, there will be an entry for "Admin Service for OpenEdge 11.6 or 11.7" which probably will still say "started."
3. Right click and select "stop,"
4. Go to the \npo\oemgmt\config folder
5. Delete the admsvr.lock file
