    The Windows login of the user running the program does not have sufficient rights to write to the Windows registry or at least to the LOCAL-MACHINE hive in the registry.

    Log into the workstation as an administrator user and run the ODBC setup program. This is located under Tools > System Utilities > Admin Utilities > SQL Tools > ODBC 92 Configuration.
