Answer:
This issue occurred due to a Selection widget being used in the Fieldmaker field but that widget was only made tall enough to fit one row. Normally selection lists would be shown as multiple rows, and one would see which were selected and the others not. But because only one row could be seen the user could not see that there were some selected and others not.
In this instance, In order for the user's selected values to be saved, the user had to highlight the fields in blue in order for the values to change. If the user did not highlight and save the changes they reverted back to the default values.

Steps To Duplicate
- User navigates to Profiles Modules within FIMS
- Chooses Fieldmaker fields on profile and defaults to certain fields
- Looks at the Fieldmaker fields and the values that the user entered are no longer present
