Answer:

This issue is caused by the funds that should have had interest allocated to them not having received transactions until the last day of the month as shown on the FACTS confirm dates for those transactions, so they would never get allocations because they have a zero balance until after the end of the period.

When FACTS looks at the funds, it allocates to funds with transactions before the end of the month. When transactions are dated for the last day of the month, then those transactions are excluded from allocation.
