I have a donor who is missing a fund in DonorCentral. The advisor can see some of the funds, but some are missing.
Answer:
If you have real time sync enabled, do the following:
Change the DC level access for the fund that is missing for that advisor in FIMS, waiting a bit to see it change in DC then change access level back in FIMS.

Do a full upload to DonorCentral
Change access level back in FIMS
Do another full upload to DonorCentral

Troubleshooting tips:
You can look at the npo\found\tempfiles\nxt folder to see that RTS operation happened or npo\found\eadvisor\history\nxt for full uploads. In both cases the two files are fd_advisor.txt and fd_advisor_fund.txt.
