Answer:
This issue was addressed in FIMS 14.73.
If you see this issue occur after 14.73, please create a support case.
You will need to delete that application that was created with no fund ID and then manually create one in the grant module.

1. Import a suggestion from DonorCentral
2. Create a grant application
3. Note that the fund ID is blank
