Grant recommendation forms are not able to be submitted on DonorCentral due to a system hang.
Steps To Duplicate:
1. Start a grant recommendation in DonorCentral and finish the steps to complete
2. Submit the form
3. Note that DonorCentral hangs and the recommendation is not submitted.
4. Click on Save for Later
5. Go back to the saved recommendation
6. Check the box to submit the saved recommendation
7. Note that recommendation is now submitted.
