Answer:

Go to the FIMS database server
Check and be sure that all FIMS users are logged off except for the user who will run the SQL process
Right-click and run the FIMS shorcut as admin
Go to Tools > System Utilities > Admin Utilities > SQL Tools > SQL Views & Widths Configuration
Use the default settings (top box checked)
Click ok

Be sure to review the logs in fims\custom pertaining to sqlviews, sql92.log to make sure that the process completed correctly.
