When user goes to post, they receive an error that says Control file is locked.
But when following the steps in this article to remove a user from the Clear Process Lock Flags Code Maintenance, I get an error: Message: ** controlfile record is locked. (445)
It will not let me remove the user?
Steps To Duplicate:
1. Click on Tools > System Utilities > Clear Process Lock Flags.
2. Delete the name/login of the person said to be locking.
3. Get the error.

Answer:
In this situation, we made sure the user that the error was tied to logged out of FIMS and then we were able to clear their name.
If clearing the process lock flags does not resolve the error message do one of the following when all users are logged out of FIMS:
- Restart the admin service by following the below steps:
- Click Start > All Programs > OpenEdge > ProEnv
- Type the following command and press enter: proadsv -stop
- Type the following command and press enter: proadsv -start
- Make sure the databases are running by typing the following command then pressing enter: dbman -start -all
OR
Reboot the server.
