Send button missing to send fund statements emails from DonorCentral

Steps To Duplicate:
  1. Log in to DonorCentral as an advisor or view as advisor
  2. Click the "funds" tab
  3. Click the "email statements" button
  4. In the drop down to choose a period to email statements, select the most recent period
  5. The "Send" button is missing. 
  6. Choose a different period from the drop down
  7. The "Send" button appears
