Show Live Users and Other Shortcuts Like Copy Live to Test and Start\Stop All Databases do not Run on the Server even though the shortcuts are verified as being setup correctly. For example the show live users icon just flashes and closes.
When running the commands from the shortcut in command prompt, you may see this error:
"The DLC environment variable must contain a valid directory/path (11002)" |

See the following articles for the solution:

If you have verified that the "HKLM\Software\PSC\Progress\<version>\Startup" or "HKLM\Software\WOW6432Node\PSC\Progress\<version>\Startup" (for 64 bit machines) contain the correct path to the DLC then check the ""HKCU\Software\PSC\Progress\<version>\Startup" or "HKCU\Software\WOW632Node\PSC\Progress\<version>\Startup" and see if the DLC path is correct there.
What can happen is if the original Progress installation was done by one user and then later re-installed by another, the path for the current user logged in may not be correct and may not match what is in HKLM.
The pathways typically should appear as below, note that your Progress installation may be in another drive other than C. The key piece here is the install path key for the dlc folder:
