This issue can be caused by a variety of reasons:

1. The FIMS shortcut is not setup correctly on the workstation, please see the following article:

2. The workstation was not set up correctly using a Windows account that has admin rights, please see the following article:

3. The wrong version of .Net or Visual Studio was installed on the workstation, FIMS requires Microsoft .NET v2.0.50727. Running netsetup under an admin account will install the correct version of .Net and Visual Studio:

4. You also need to be able to right-click and run FIMS as admin, you may get the following message when doing that. Please review the following article with the solution. Your IT staff should be able to assist with these steps:
