Answer:

This issue was caused by spell checking being done when the letters were merging and the spell check was still running when the merged letter was saved and also the merge had not completed yet and thus when the merged letter was used in the Create Individual Word Documents process, the merged letter was corrupt and could not be used which is what caused the other errors to occur.

This issue was resolved by turning off spell checking in Word prior to merging the letters.
