Answer:
To resolve, do the following:

1. Check to make sure that FIMS is not already running on your workstation.
It may already be waiting for a user to log in, or in use on another computer in a peer-to-peer network environment.

2. Check and see how many users are actually logged into FIMS:

3. Using the steps above if it is discovered that all of your licenses are in use then that means that someone will need to log off in order for a new user to log into FIMS.
4. If you would like to have more FIMS licenses those can be purchased by contacting your Account Executive
5. If you believe that you should have more FIMS licenses, for example, if only 10 users are able to log in but you believe you have 15 contact support, and we can check how many FIMS licenses that you have on record with us.
