Answer:
To resolve the issue, do the following:

1. On the workstation in question where the issue is occurring, check first to be sure that the FIMS shortcut is setup correctly for a workstation setup, that it is pointing to the correct FIMS folder, start in folder, and that the fims.ini has the correct propath:

2. On the workstation in question where the issue is occurring, be sure that the N drive is mapped to the correct shared NPO folder on the FIMS database server.
3. Go to help\about FIMS and look at what the current directory is and be sure it is correct, pointed to the N drive.
4. If you have checked everything above and everything is setup correctly, then do the following:
  • In FIMS go to tools\system utilities\run procedure
  • Click browse
  • navigate to found\Fims\gui\Tools\update
  • Select the funcfix.p file
  • Click OK
  • Re-test issue and see if resolved
Notes: Funcfix.p is used to rebuild all the functions and formulas used in the datagrids. Per the program detail:  This program will    
  1. Rename function fields to func-# and move functions name to formula field    
  2. Populate usrqdet.tbl-name if empty.    
  3. Generate programs for every formula.
Notes:
The formulas are tied to a formulas folder off the propath; FIMS\formulas for on-premises and custom\formulas for Azure Cloud and is not related to the FIMS user.
This can occur if the user is using a user default rather than default view, be sure to check everything in the user's setup before running the procedure.
